Funding Is A Major Challenge For Procurement – Akinwole

The issue of procurement has been a major challenge for local Nigerian bidders. For one to gather expertise and experience in the field of procurement he must be acquainted with the laws and agencies that bind and regulate the sector. Engr Emmanuel Akinwole a procurement Specialist and the Chief Executive Officer AKW Engineering granted us an expository interview on the Pro’s and Con’s of procurement in Nigeria.

What are the statutory requirements put by the Federal Government for procurement in Nigeria?

The statutory requirement for government is contained in the Nigeria procurement Act 2007, it has 61 clauses and is divided into 13 parts. So the requirements for bidding are ( 1) The company must be properly registered as a legal entity, that is as legal incorporation. After that, the company must have a brochure; the company’s profile indicating the level of expertise and experience of all professionals that are in charge. Also, there is the need for the company to show evidence of financial viability by showing the amount of money registered with banks, the account it’s operating also there is the need to show evidence of tax payment because a good company must have this up to date on an annual basis. They must show compliance and registration with the Bureau of Public Procurement as a contractor and service provider, all these are key and important.

At the moment, what are the problems facing the procurement sector of Nigeria?

One of the challenges is funding. Funding is very important. A lot of organizations do not have funds for their projects. So they cannot go ahead. Also, the issue of transparency is key, as I was explaining that some organizations set rules but they don’t want to obey the rules so that is a problem.

Are there incentives for local companies by the Nigerian Government?

The government has just passed the Executive Order 5 that says that all goods, Nigerian professionals, the MDAs, the societies must ensure that they patronize made in Nigeria goods, services and personnel in all government.

The National Council for Public Procurement what bodies comprise it and how was it put together?

As I explained, six members of the judge committee which are from the government are headed by Chairman, who is the honourable minister of finance who controls the purse of the government that must sign every payment. Every expense must be authorized by him. Also the Attorney General of the federation and the Director-General Bureau for Public Procurement are members. Those are key people representing the government. While the other people especially the private sector, the society of Engineers, Nigerian Institute of Purchasing and Supplying Management, the Media, then the civil society. These are the constituents of the NCPP.

We find that the influx of substandard products in the Energy market is on the high side, so what has been put in place to solve this problem?

I think the SON has standards that address the issue of standard and maintenance of it in Nigeria. So they normally go into the market to raid when vendors fail to obey the law. They raid the market to sanction erring people and of course, the consumers all must ensure that they buy from the right sources.

Apart from our regular sources of electricity supply in Nigeria, are there plans to diversify our source of supply?

 What is preached over the world is the importance of diversifying energy means. We don’t need to rely on only one source. In the production of electricity, we can use Hydro and  Solar essentially in this part of the world. Hydro and Solar have proved to be a little bit amendable.

What does it take to gather expertise in the field of procurement?

 The best way is to be informed. When you hear that procurement is going to be discussed anywhere go there, show interest, as you are talking to me now, you have gathered one or two things that know what the law says and of course, there is the Nigerian Institute of Purchase and Supply Management. It is an organization of all professionals in Nigeria. There is also the Nigerian Institution of Procurement Engineers which I am a member.
