There Is Need To Develop Local Content In Aviation Industry –Engr Nnamdi Udoh

While great efforts are being made to develop the automobile industry, a call has been made for the development of local contents in the aviation industry as well. Engr. Nnamdi Udo the former Managing Director, Nigeria Airspace Management Agency made the call when he delivered a keynote address on the subject ‘’Local Content development in the aviation Industry’’ at the Aeronautical Division of the Nigerian Society of Engineers Annual General Meeting in Lagos.

He said that according to the Local Content Act of Nigeria, the Nigerian aviation industry must strive to develop itself. The Act states that all organizations and establishments shall put first in consideration the Nigerian content in their project management and executions. This law applies to the regulatory bodies, contractors and sub-contractors, operators and project entities.

Referring to the success of the Oil and Gas industry in actualizing the development of local content in its sphere, he stated that professionals in the aviation industry must synergize to ensure that the industry is not left out in implementing this act. He proposed that Section 3, 7,11 of the Act, the use of Local Materials and services must be promoted in the sector as in the Oil and Gas Industry for development. These same policies should be made applicable in areas such as its operations in Air Traffic Management and in ICT based systems, its Aerodrome Infrastructure, Airport terminal buildings and terminal Navigational Aids, and the maintenance and construction of airport runways.

For this to be actualized he stated that there has to be a regulatory and legal framework for the Aviation Industry to enforce. The implementation of this would bring about development in the technical and operational areas of aviation in Nigeria. A report was made recently that about 200 travel agencies in the country who were not captured in the registry of the NCAA had direct dealings with the global inclined International Air Transport Organization. Another incumbent problem is the claims by the National Association Of Nigerian Travelling Agents that their business was threatened by the activities of foreign travel Agencies who engage customers in Nigeria. He recalled that the March 2019 release of the Aviation round table states that the NCAA who is the major regulator of Aviation travel business should ensure the protection of Nigerian Travel Agency Operators by its deliberations with the IATA on the country’s set standards which shall be made applicable in its air travel environment.

He called on the Nigerian Civil Aviation Authority, key players in the industry and the government to join hands to implement policies for local content development that would grow the Industry.
