Donald Trump Blocks Chip Sales To Huawei

The US Department of Commerce has ruled that companies must get a licence to sell to Huawei any ICs which “are the direct product of certain US software and technology.”

This would include any IC designed by US EDA or fabbed on US-made manufacturing equipment.

Huawei has continued to use US EDA to design circuits says the DoC, despite being placed on a US economic blacklist in May 2019.

The intention is to “prevent US technologies from enabling malign activities contrary to U.S. national security and foreign policy interests,” says Commerce Secretary Wilbur Ross, adding that Huawei and its affiliates have “stepped-up efforts to undermine these national security-based restrictions.”

Last week Huawei joined with ST in a chip design and production deal which was widely seen as a way to retain access to US EDA and US-equipped factories after just such a measure as today’s could be imposed.

Wafers already in production can be shipped to Huawei as long as the shipments are complete within 120 days from Friday. They need to be in production by Friday.

Huawei and 114 affiliates are on the US economic blacklist.
