NESTEC 2021 Paper: Artificial Intelligence: As A Tool For Combating Insecurity In Nigeria

ABSTRACT

Security is vital for the socio-economic development and sustainability of any nation. Currently, militancy, Boko Haram crisis, Fulani herdsmen, cow herders, local farmers’ clashes, and the heightening wave of kidnapping sums up the current state of security in Nigeria. Poor data management techniques on the part of government agencies have stalled various government efforts targeted towards changing the status quo. Leaked strategies, poor speed of data gathering, and processing have been prevalent as shown by several failed or near-miss intervention missions. This paper presents and discusses the potential role of AI technology; (machine learning, big data, deep learning, etc.) as an efficient tool for detecting, preventing, and curbing insecurities in Nigeria. Artificial Intelligence (AI) tools have shown increasing promise concerning information gathering and analysis. AI can optimize time and source leakage of laid down strategies; factors that are plaguing the Nigerian security agencies. Possible challenges that may hinder the implementation of AI technology in curbing insecurity in Nigeria are also highlighted and potential solutions are discussed.

  1. Very well spent time Ugochukwu, that’s interesting to know but I doubt if AI could solve the problem of insecurity in Nigeria if the federal government don’t support. The government are the sole problem of such. Little or no laws are taken serious. Mind you we have AI installed in federal offices but snake swallowed our money. Probably they turned off the power to make the news. I beg you center on how the system will have zero control on the AI systems.

  2. Thanks so much for your comments! But one thing you should know, trying new techniques when it comes to security issues in Nigeria, should be welcome wholeheartedly! In as much as you don’t trust the Federal Government with the use of Artificial Intelligence to curb insecurity in Nigeria, that doesn’t mean it can’t be a tool in solving these age-long security challenges!
    Even the Bible let us know ‘ my people perish for lack of knowledge that’s right, knowing artificial intelligence can deliver us from these disastrous consequences caused by my insecurity in Nigeria will go a long way in solving it, there are steps we must take because we are the government ourselves;
The first thing first is by creating awareness, like I’m doing on this platform.
Then agencies; DSN, RAIN, DSS should try to learn from other countries; USA, China, etc. On what steps they used in combating insecurity and how they became successful, and likewise, adopt the same method in our country.
But if we restrict ourselves because of what we feel or think about the federal government, the security issues will get worsen just like we see in papers, and it will finally make the country inhabitable for you, me, and everyone living in it.
Thanks for your comment, I would love to hear from you…

    1. The DSS or DSN or any other paramilitary setup take orders from the federal government. They don’t act independently, so the buck still returns to the table of the government. Curbing insecurity goes beyond the table of the scientist, it depends more on the minds of the ruling council.

Again, AI has a lot of disadvantages. In circumstances involving kidnapp or robbery, it’s practically impossible to know all possible events and hence program a robot with responses to every one of them. Human creativity is needed. No matter how intelligent or advanced an AI is, it’s still limited to the set of instructions uploaded by its programmer and I don’t think such should be trusted with respect to matters of life and death.

      1. Wow! Nice insight concerning the topic, I would love to see more of this. But judging from your comment it shows, you feel the Government is pleased or are the ones causing the eye saw especially when it comes to security in Nigeria, which I stand to correct you on that, one thing you should know is that the joy of every leader is to see his/her subject, been free from any challenges what so ever and not to aggregate it.
Artificial Intelligence might have not gained its full ground in Nigeria, this is because of what you think and also what others do think concerning it. This thing is a thing of the mind, surely artificial intelligence has been helpful to countries like; Germany, US, etc. If we are positive towards it, it will do likewise for us. Or it might not yet be implemented in Nigeria because of the Government’s ignorance towards it, when I say ignorance I didn’t necessarily mean they’ve not had about the word AI, but I mean maybe they don’t know how it works, how the fund it needs, etc. Thanks to bodies like DSS, DSN… who has a part to play in bringing awareness to the Government, not restricting it to the bodies alone we as citizens need to also make efforts in making the ruling leaders, see what good AI has in sort of us; through conferences, social media, public publications..
Sure you’re right when you say AI has disadvantages but mind you, there is nothing good that doesn’t have disadvantages but one thing still stands, knowing the disadvantages, will help to prepare to counter it, notwithstanding, looking at the potentials of AI; through AI clues or footprint can be detected and trace to the perpetrators… I know you know how helpful that could be.
I could go on and on explaining what good AI has in bestow for us, but first I would love you to be positively minded towards it.
Thanks so much in was fun replying you.

        1. That’s was a good writeup…
Introducing the AI as a tool to battle insurgency in this country is a very good idea..buh my question is, Will the government allow this happen.? Nigeria government are the sole problem in this country, they make and break the law…
Let me give you guys an instance..
Last year I took a break from schooling and I applied for a job in this Company I wouldn’t want to disclose the name, I work only night shift and so I got used to the happenings at night… Every damn day we hear cases of missing phone and all kind of attrocities and then I ask an old staff who happens to be my colleague why are there not surveillance camera at every vital position in this Company and he told me that the big bosses themselves ask that the surveillance camera be removed that it’s not needed at that position…
So the thing is,this big guys at the top knows what they do behind and they wouldn’t want their own teeth to bite them…
The only solution is this, the AI should be implemented with a trusted agency behind it

    1. Thanks so much for your comment! Yeah, I believe if this article its channel to the right person it will bring us good, enough to ignorance, I could only be better if the government are aware of this measures and wasting a lot of money its military equipment with little or no result to show forth, I hope part of those sums of money are diverted into embracing AI, and I must say if only this can be done, Nigeria will be a great nation.

  11. Great article, you did good research here.
AI is a very powerful system, and I agree with you that it brings a lot of benefits to the table, other countries are using this, so why shouldn’t we?

Technology isn’t one of Africa’s strength including Nigeria.
How do you suggest the government goes about getting the necessary resources needed to implement this Artificial Systems you speak about? And can we get all the help necessary locally?

    1

    0
    1. Thanks namesake is good you read my paper I’m pleased with that, yeah technology is not African’s strength, whereas technology and idea rule the world! This platform brings out that hidden potential in most engineering students, and this potential could be the technology and ideas we’re craving for.
First of all, before the government can get the resources needed to implement AI, they need to understand the benefit we stand to gain if we adopt it, also the government can collaborate with Companies that deal in AI in Nigeria.
Sure we can get all the help locally, base on the present happening I can’t give an 100% to that but IT companies like DSN, RAIN, etc. are operating in Nigeria in the production and collection of data, for the excellent operation of AI.
I recently enrolled as a DSN member and I hope to learn more. Thanks for your comments pls let me know if there’s something that still needed to be addressed in your questions.
Thanks my namesake, it’s good having you on my comment section.

  12. A very comprehesive write up. I doubt the current government will see this angle. Artificial Intelligence is a very powerful technology, in the wrong hands could be very dangerous.. For a country as corrupt as Nigeria, many things could go wrong. You did a very good job.. Keep it ip.

    1. Thanks, sir Emma I know there’ll be a lot of doubt concerning this article, because of what we think about the government neither will I say this country is not corrupt, though if AI is giving a full force to be implemented things will turn out for good in our country.
A lot of measures will be taken so the technology won’t get to the wrong hands, so sir you need not worry about that.

  13. Nice write up bro
We all know and you just emphasized on it more of how technology can help us in this country Nigeria to curb the highten rate of insecurity threatening the peaceful existence of the national
The role of Ai technology cannot be over emphasized because it has a whole lot of advantages, saves time and less stressful and more efficient in bringing the perpetrators of different crimes to book in Nigeria
Although ithe federal government hasn’t truly embraced the technology we hope they do so because it’s importance is too much to neglect

    1. Thanks, bro, for the insightful comments I do appreciate, reading your comment my mind flashed back to our national anthem, to be precise the second stanza “Great lofty heights attain To build a nation where peace and justice shall reign”
For our nation to get to the heights we’re predestined for, there must be peace and unity, and we could only get this through the help of AI.
Don’t worry about the federal government not embracing it yet, soon they will.
Thanks for your comment it brought back interesting memories of the past, pls kindly help others to know what you learned from the paper and see what they think too, I would love to get feedback from you.

One thing that AI needs to flourish is data (biometrics, comprehensive criminal database etc) . But Nigeria lacks most of this data.

So how do we begin? Where do we start from?

Yeah, I must agree with you for AI to flourish it data well-tested data; biometrics, comprehensive criminal database, etc. But I’ll not completely agree with you, saying we lack most of the data, why I disagree with you is I recently enrolled for Data Science of Nigeria, to be a member, and while reading their objectives and aims, I could see if all is fully placed data shouldn’t be a worry, because DSN will give the required data. It nice having you on my comment section feel free to let me know if I haven’t cleared your questions

  19. A great one Daniel. Going through the Abstract and the main work, there is no gainsay about you doing your assignment. And going through the comments, it’s amazing to see many who doesn’t believe AI could be the Savior we all crave for.

First things first… AI will work better with better institutions. An artificial intelligent will like a machine do its designated job. It won’t however execute laws or run the dirty politics of Nigeria.
    .
    .
    .
But, are we to continue seeing why nothing can never work in Nigeria? No!!!. We need to take that step to use AI to better life’s of the populace. Till we try, we don’t have a 100% right to say ohhh!!! It won’t work.

Thanks again Daniel for this. It’s read worth the read.

  20. This Approach is quite clever. It’s a nice idea
But the cost of integration and the formation of a standard database for the collection of the data to prevent crimes, how would that be done?

    0

    0
    1. Thanks so much, sir Plato. Your question got me thinking, I hope I do justice to it when comparing the cost in integration and the formation of a standard database, compare to others that have already been in use in curbing insecurity, I’ll say AI is cheaper, faster less time consuming, etc. When you talk about the collection of data in preventing crimes, some agencies are working towards it in getting reliable and trustworthy data to put the perpetrators to justice, and also we as citizens have a lot of roles to play because these criminals are not living in isolation, they live within our environment, let’s try as citizens who want the growth of this nation to report any suspected act, to the right authorities. It’s nice having answered your questions in my commend section, pls do let others know what you learned from the article

  21. Great write up Ugochukwu, but What measure (s) can the government put in place in other to educate it’s citizens on AI and how it works?

    1

    0
    1. Wow! I so much love this question ma, it shows you’re ready to give your 101% to AI if possible, by asking how the measure(s) the government can put in place to educate her citizens on AI and how it works…
The government can introduce AI into the education sector by making students learn the basics starting from primary school advancing into the tertiary institution and also conferences can be organized by the government to educate the literate, and the illiterate on it, etc.
I’m pleased replying you in my comments section!

      1

  22. I totally agree with your write up but I think we should solve the problem of corrupt leaders first; judging from the End Sars/ Lekki toll gate massacre, we all know that a group of people were authorize to dismantle the CCTV and this AI (robots) we are talking about will not just work on it own, it will in one way or the other be controlled by humans; don’t you think it may be manipulated ?

    1

    0
  23. Hmm! This question must have come out from the mind, and I do appreciate it ma, yeah corruption is one thing to address too, but corruption and insecurity work hand-in-hand, which lead to crimes, permit me to say that the end product of corruption and insecurity is crimes hmm! So implementing AI will solve the two problems squarely.
Though AI could be manipulated because it depends on humans to function properly, measures can be taken to resolve it like; allowing only trustworthy works to work on it, and also its operations should be thoroughly inspected before it’s been carried out!
Hope I did justice to your question, if yes I’m glad to know that, if no let me know so I can explain further, it nice having you comment on my comments section

  24. Nice work! AI will actually help in curbing insecurities in Nigeria as it seems to be escalating. 29. This is an inspired write-up. Such technology is very crucial to be used to address the incessant security challenges bedeviling Nigeria. But it is usually easy written and said than done. The employment of artificial intelligence for curbing insecurity, in my opinion seems workable only in a country which upholds serenity and sincerity. Not in a country like ours where many of our leaders have skeleton in their cupboards and would not want the people they lead know their secret intentions, operations and agenda. If not so, Artificial Intelligence is a more vital technology to adopt in times like this where it seems every method of security has failed. However, I see a handful of indisputable facts embedded in this paper. I must commend you for a well written paper.

  31. Thanks, Daniel! for this article, it worth reading. I am amused, we got a great mind like yours in the engineering firm.
I was confused a bit and want you to explain something to me! While reading your paper you mention algorithm helps a machine to think, act humanly and rationally. But if now I’ve come across the algorithm write-up and in it, I saw Facebook uses an algorithm for face detection.
Can you enlighten me on how Facebook uses an algorithm for face verification, and how it works,? I’ll be happy if you can answer this question

    0

    0
    1. Sorry, I’m also adding this, while I was reading your work, you mentioned Nigeria is the 5th most dangerous country how?

      0

      0
    2. Judith, I hope I’ll do a good justification to your question.
Facebook has a facial recognition research project called as DeepFace. DeepFace, is now very nearly as accurate as the human brain. DeepFace can look at two photos, and irrespective of lighting or angle, can say with 97.35% accuracy whether the photos contain the same face.
The DeepFace software, developed by the Facebook AI research group in Menlo Park, California, is underpinned by an advanced deep learning neural network. A neural network, as you may already know, is a piece of software that simulates a (very basic) approximation of how real neurons work. Deep learning is one of many methods of performing machine learning; basically, it looks at a huge body of data (for example, human faces) and tries to develop a high-level abstraction (of a human face) by looking for recurring patterns (cheeks, eyebrow, etc). In this case, DeepFace consists of a bunch of neurons nine layers deep, and then a learning process that sees the creation of 120 million connections (synapses) between those neurons, based on a corpus of four million photos of faces.
Once the learning process is complete, every image that’s fed into the system passes through the synapses in a different way, producing a unique fingerprint at the bottom of the nine layers of neurons. For example, one neuron might simply ask “does the face have a heavy brow?” — if yes, one synapse is followed, if no, another route is taken. This is a very simplistic description of DeepFace and deep learning neural networks, but hopefully you get the idea.

    1. Mr. Lekan I’m delighted with your choice of words.
      The operational principles of AI.
Since AI tends to replicate human intelligence in machines. It follows this four approaches:

      *Thinking rationally
      *Thinking humanly
      *Acting rationally
      *Acting humanly

  36. I find this quite enlightening. It is high time that AI is included in the fight against insecurity on an higher scale than is currently obtainable in Nigeria.
I would also like to see IoT find a deeper root in the society as 5G becomes adopted by our telecoms
This is an excellent piece Dan. Good job

  37. Speaking of security in a developing country like ours, one great way to get insight as to how to handle it, is to look at how the developed ones have combatted and are combating theirs. AI is a great tool. Having a solid and secure information system about citizens ease tracking of crime indulgers, limiting their chances of escape and leaving on the streets as innocent citizens. This would further discourage other intending ‘crime-indulgers’ from getting started. It’s a great idea, pray it’s accepted by our decision-makers and implemented in addition to other means they can access and afford.

    1. Well said ma Hope, for country to be at an edge when implementing AI as a means for combating insecurities in our Nation, we need to get more understanding on our the developed countries uses it in combating insecurities in their nation, that’s is why in a section of my write I gave some example on our AI can be use in combating insecurities, which is also applicable in our society.

    1. I love the way you think towards this direction, but a lot can be done in avoiding AI to get to the wrong hands, if these is well carried out, we need not worry about AI getting to the wrong hands.

*Use good data hygiene. Using the data types that is necessary to create will be collected, and the data will be kept will be kept secure and only maintained for as long as is necessary to accomplish the purpose.

*Use good data sets. We the Developers will build AI using accurate, fair, and representative data sets. Where possible, developers will build AI algorithms that will audit and ensure the quality of other algorithms.

*Give users control. Users should know when their data is being used, whether AI is being used to make decisions about them, and whether their data is being used in the creation of AI. They will also be given a choice to consent to such data use.

*Reduce algorithmic bias. They’ll be a guarantee that data sets are broad and inclusive when “teaching” AI. Algorithmic bias present challenges most commonly for women, minorities, and groups (e.g., individuals with vocal impairments, elderly) that comprise only a small portion of the technology workforce.
It all this measures taken AI won’t get to the wrong hands.

  49. Insecurity has been a long lasting issue in Nigeria. Although several measures have been taken, there is yet to be an evidence of the investments made to curb security issues. This I’d say is a really insightful writing that provides suggestive measures for correcting our long lasting challenge.

    1. Praise! You’ve said well, my gratitude is yours! Prior now, a lot of measures as been set in place to curb this hydra-headed problem, tagged insecurity from the nation, but sufficient result has not to be noticeable.
With AI being implemented, they’ll be satisfactory results.

    1. Nechey! Thanks for the question, I’ll say gathering information is the utmost key in curbing insecurity, AI will work effectively if there are sufficient data to operate on, that’s why bodies to like; Data Science Nigeria (DSN), etc. working towards getting sufficient data and lot more.
      Answer your second question, I’ll love you to read more about the potential of AI, you will get more understanding, but for justification sake, I’ll be giving you the tip of the iceberg, with this answer;
Through the use of artificial intelligence technologies (mainly those within deep learning frameworks), analyzing different features of ID card appearances to give an overall result on the genuineness and authenticity confidence is possible.

  52. We all know that A.I can’t guarantee us a 100% security but it will sure go a long way to at least get valid video footages of crimes. For example, the use of CCTV placed strategically at different locations a across streets will provide valid evidence of events carried out in an area. Insecurity is a broad subject, aside from dialogue and communism creation, A.I will enhance and fine tune the processes of curtailing crimes.

  53. This is an insightful write up and shows how innovative and creative we can be to tackle issues that trouble us. It’s true that AI isn’t the full solution to Nigeria’s insecurity problem. However, it can go a long way to solving the issue and guaranteeing safety once again in our land.

It’s amazing that you thought of this and I this way too. I hope the government actually looks into this and gives it a shot.

With Personal Digital Assistants (PDA) a lot can be done in curbing insecurity in Nigeria.
PDAs are a variety of mobile devices, which function as personal information managers, through the recycled term of PDAs, which is more commonly used for software that identifies a user’s voice to reply to the queries. Also, PDAs can be programmed for collecting data, and with sufficient data against insecurity, crimes committed by perpetrators will be brought to justice. 57. Deploying AI to counteract insecurity in Nigeria won’t it be more expensive compare to other means that has been existing? But all the same you did a great job kudos

    1. Before I answer your question Eze, I would like to explain what AI is, Artificial Intelligence is the ability of a digital computer or computer-controlled robot to perform tasks commonly associated with intelligent beings. The term is frequently applied to the project of developing systems endowed with the intellectual processes characteristic of humans such as the ability to reason, discover the meaning, generalize, or learn from experience.
From the definition, you’ll agree with me that AI cost is economical and very effective, why?
It’s so because when comparing it with other means for counteracting insecurity, the most important thing you need is a personal computer where you can learn software programming languages and gathering information, these are the main key necessary things require in fighting insecurity.

  58. quite an interesting write-up, Dan you nailed it. I’m just wondering if Artificial Intelligence can be strongly or weakly classified in insecurity reduction in Nigeria. If yes what’s the difference between them?

    0

    0
    1. Yeah Elvis AI is weakly and strongly classified in insecurity.
Weak AI: Narrow application, with very limited scope
      while
Strong AI: Widely applied, with vast scope
      Good at specific tasks.

      Weak AI: Incredible human-level intelligence
Uses supervised and unsupervised learning to process e.g., Siri, Alexa, etc.
      While
Strong AI: Uses clustering and association to process data e.g., Advanced Robotics

  59. what an explicit write-up you got! insecurity is one of the most challenging issues faced and still facing my the Nigerian, I believe if this your write-up is taking serious it will solve, the problem.
what are the programming languages use in AI?

    0

    0
    1. Here are the best programming languages for Artificial intelligence for curbing insecurity.
      1. PYTHON
You can simply consider Python as the forerunner of all other languages right now. The reason for this breakthrough popularity is the simple syntax used in Python. Furthermore, the simple syntax will allow you to spend much more time on planning the core structure, which is why Python is an ideal choice for Machine Learning processes.

With ready-to-use libraries, object-oriented programming, easy testing, and faster development, Python is your go-to language for customized AI solutions. The best part is that Python can be easily integrated with other languages for added convenience, like JAVA. Now, simplicity and a huge open source community support are what makes Python the best programming language for Artificial Intelligence projects.

      2. LISP
Now, the huge credit of what we are witnessing from AI goes to LISP. It is the oldest language used for AI processes and the second oldest language overall. LISP has always been considered as a tool for leading companies in AI with its enlarged scope of turning thoughts into reality. The language differentiates itself from other AI languages by eying precision.

However, the use of LISP language is more on the downward side due to its innumerable flaws. The language is well-known for implementing wonders and is still used for logical solutions, which brings it to the list.

      3. R
When you think of statistical processes in programming, R will definitely strike your thoughts. The high efficiency of the programming language separates it from others in the list. More than the general abilities of R, the extended packages are the ones to consider. Packages like Gmodels, RODBC, OneR, and Tm allow huge support for Machine Learning processes.

When these packages are coupled with a wide range of libraries, the capabilities of the R programming language reach new heights. The programming language is preferred by top AI companies for its ability to solve complex issues.

      4. PROLOG
Prolog introduces you to a separate world of its own, completely designed by logic. The abbreviation for Programming In Logic, Prolog has its unusual way of approaching an AI solution. Prolog requires three important factors from your side, rules, facts, and the desired result. Once you provide all these requirements, the programming language will figure out the link between the three and design an AI solution.

Indeed, it’s a unique way of designing an AI-powered device, but it is flexible and surprisingly, powerful. The efficiency of this programming language is pretty high when it comes to backtracking and data structuring.

      5. C++
One of the major advantages of having C++ as your AI programming language is processing speed. When you consider AI processes, you talk about complex automated solutions to run efficiently. And, C++ won’t disappoint you in that respect. However, C++ is not a preferred language for leading Companies in AI. The reason behind that is the complex syntax and limited range of libraries.

This is where C++ has another important feature to attract a wide range of companies, its cost-efficiency. C++ will provide a cost-efficient AI solution to fit your requirements when compared to other AI programming languages. Other than that, we can use C++ for OpenCV, which is one of the widely used open source libraries of computer vision.

      6. JAVASCRIPT
When it comes to versatility, JavaScript will definitely arrive ahead of Java. With continuous developments, multiple domain growth, backend use, ease of use, efficiency, etc, supporting the above statement. Apart from that, a widely used framework for deep learning, TenserFlow, finds home with JavaScript. Though JS lacks the popularity as gained by Java, the stability is certainly working in its favor.

      7. JAVA
JAVA is probably the most-used language around the globe for different processes and AI is definitely one of them. The best benefit of using the JAVA programming language is the presence of Virtual Machine Technology. What does JVM do? Well, Java Virtual Machine eases the implementation process, which saves your time and energy to compile the program again and again.

All you need to do is write the program and compile it on one platform, and the program is ready to be implemented on others. A huge disadvantage of using JAVA for AI processes is the processing speed, which is much lower than others.

      8. HASKELL
One of the safest programming languages used for AI processes, Haskell has no room for errors. The programming language is well-known for resolving errors, during the compilation process and even before that. The features like build-in memory and code reusability increase the time allotted for planning the process. One aspect where Haskell finds itself behind other best programming languages for Artificial Intelligence projects is a small community.

Haskell is not used by many programmers, so it’s still undiscovered and yet to expand its wings.

      9. JULIA
The programming language is well-known for numerical analysis. The best feature of Julia is the dynamic type system, which allows you to use the language for literally any process. Other features involve in-built package manager, macro programming abilities, multiple dispatch support, and suitability with C functions.

      ENDING NOTE
All the languages discussed above are the best programming languages for Artificial Intelligence in fighting insecurity.

  62. Insecurity in Nigeria, need to be addressed because of the effect it has caused; foreign investors are scared of investigating in Nigeria, the citizens in this nation are scared to travel within the country, it’s also affecting companies already established; reduced rate of production, etc.
Anything that can be done to drastically reduce the issues caused by insecurity, should be given a try, just as your article suggest, it should be supported with full force.
