NESTEC Paper: Smart Grid–The Viable Route To Trouncing Nigeria’s Recurring System Collapses

ABSTRACT

As of 2018, the National Grid of Nigeria (NGN) experienced an average of twenty-eight (28) system collapses in each year of the preceding twelve years. The NGN suffered three collapses in 18 hours of May, 2019 after collapsing six (6) times in Q1 of the same year. The recent suspension of Distribution Companies (DisCos) like Kano Electricity Distribution Company (KEDCO) due to ancillary payments failure has brought to light the dishonest and arbitrary estimated metering scheme adopted by the DisCos which lead customers owing them billions of Naira. A Smart Grid (SG) is a self-healing, consumer and market friendly grid using digital electric meters that records consumption in real-time, help in responding to demand and on or off power remotely. This paper presents an overview of the epileptic Nigerian power industry and the introduction of the SG as a solution to the lingering NGN system failures. It establishes how using swift Phasor Measurement Units (PMUs), Advanced Metering Infrastructure (AMI) coupled with the self-healing attribute of the SG can facilitate fault detection, isolation and services restoration which would in turn help eliminate the recurring blackouts experienced in Nigeria.

      1. Good morning brother. I don’t know whether you really went through the paper, but from all I can see is either you read through the abstract alone or you skimmed through the paper without actually going through the content. Shall we assume you read it, some questions here would be strictly out of scope. With all that, I’ll try to answer and do justice to every query you flagged. Here we go:

        1. To best understand transmission and distribution differences, I’ve to go back to my internship days and narrate to you how the electricity is made available from the power stations to the consumers at home. Here in Nigeria, the electricity value chain is realized in three phases. The tradition is to generate voltage at around 11kV (or 16kV indeed) by the Generation Companies (Gencos) at locations far away from the load centers. After the generation of this voltage, it’d then be transformed by the power stations’ step up transformers to 330kV (to prepare it for the long distance journey, say, from Egbin in Lagos to Kumbotso Transmission Station in Kano). This is done to avoid the losses experienced over long distance of transmission. The voltage would arrive into Transmission Company of Nigeria substations as what we call High Voltage Alternating Current (HVAC). The TCN would then use step down transformers to step it down to 132kV for other transmission stations and 33kV for the distribution feeders. The distribution would then take over and take the 33kV into their injection substations, here the voltage is stepped down to 11kV which would be fed into the small capacity transformers you see in your quarters Mr Clinton. The quarters transformers would then step the 11kV voltage down to 415V for line voltage and 240V for phase voltage (there are special cases where the 33kV from the TCN will be fed directly into quarters transformers that can transform it directly to 415V without passing through the DisCos, an example is Garko feeder here in 132/33kV Wudil Transmission Station where I first did my internship before proceeding to 330kV Kumbotso Transmission Station).
        From the narration above, you might have understand that the transmission network (TCN in our case) is like an intermediary between the GenCos and the DisCos. They wheel the power from the power stations to the load centers while the distribution network takes over from the transmission network and distribute the supply to the consumers.

        2. The basic use of a transformer anywhere is to transform voltage which might either be step up or down.

        3. The function of a prepaid meter is to measure the supply a consumer consumed and bill him for that in prepaid mode.

        4. The study is not heading where you mistook it to. First, let me enlight you on something, as we are taking now, there is nothing existing called PHCN as it was unbundled into the Generation Companies (GenCos), the transmission network (TCN) and the Distribution Companies (DisCos). Among the mentioned, it is only the TCN that is strictly owned by government. The study is a byproduct of my experience at TCN. The system collapses of the national grid are too much to bear. The little we are generating is always lost due to these cascading failures (load is lost whenever there is an outage, either planned or emergency, though we don’t call planned outage loss as loss, but rather load interrupted —TCN registers really). The paper yearns to provide ways to curb out the commonplace system collapses of the national grid and prepare the transmission network for expansion by converting it into a ring network from the radial scheme we have.
        Something interesting you should know here is, shall we increase our generation with the current wheeling capacity of TCN, it’d be useless as the generated power would be useless since it cannot be wheeled to the load centers. To achieve everything, we have to be realistic, we first manage what’s at hand and then go for the surplus by modernising and upgrading the grid. Smart Grid come most handy in this.

    1. Engine Question your observation is right, though the people who have meters installed are not as much as those on estimated billing. It is obvious that the collection officers prefer the estimated billing as bucks can be laundered without any trace. The issue is almost solved as the FG is about to prohibit estimated billing completely in Nigerian power value chain. Thanks for the observation.

    1. Kwankwasiyya, I am delighted with this question and how your brain leapt and compares the Supervisory Control and Data Acquisition (SCADA) with the PMU. Thanks to our internship at Transmission Company of Nigeria, we have had first hand experience on the SCADA system.

      To be apt and brief, SCADA is used for supervision and acquiring data within the grid, but one thing obvious is it cannot decide in critical conditions. Here I mean, in terms of automatic load shedding (I know you’re quite aware of the term from your internship training), rerouting loads and many other intelligent operations that can be carried out by the Phasor Measurement Units (PMU). The system operator is provided with the data, it is his own to decide with what should be done with the data in SCADA.

      Something important here is that, a power fault is something that develops rapidly, so in critical conditions the system operator might not be fast in responding to those faults though the SCADA allows remote operation of the grid components.

      Therefore, the PMU is more advanced than SCADA as it can automatically sense and detect faults and prevent them by taking instant measures. If the problems are inevitable, the PMU will isolate the faulty and prepare for automatic restoration due to its self healing capability.

      You should notice that incorporating PMUs is not taking SCADA out of the game, but rather, they’d be coupled for proper operation of the grid.

      Now, going to the question, Smart Grid (SG) in its complete form is an environment saver. It was solidly confirmed that the SG pollution is only about 2% whilst that of the Conventional Grid (CG—here I mean traditional grid) is about 10%.

      Smart grid helps in saving the environment from generation to transmission and to distribution. It employs distributed generation which comes handy as eco-friendly mini grids can be incorporated. These mini grids usually employ renewables such as solar, wind, biogas and others as their working materials. This, I believe, will surely curb out the excess carbon emission we’re witnessing into the environment.

      Now, coming to the aspect I addressed in my paper, the aspect of faults and recurring system collapses. With the continuous repeated collapse of the national grid, people have to find way to compensate, here I mean finding alternative sources of power supply. These small generating sets (I don pass my neighbour) and the heavy machineries used in industries emit high amount of carbon into the environment (these I believe you have must have witnessed in Kano especially during the dusk when people are starting their generators for light.)

      I have seen many young minds researching on improving the generation, but I don’t think somebody who can’t manage what’s at hand can go for more, if, then how would he manage it?

      To this day, Transmission Company of Nigeria (TCN) does not have the capability of wheeling the totality of our theoretical generating capacity, then how do you think the generated surplus would be utilized? Believe me it would be wasted. Smart Grid remains the only solution we have for now, it can take care of the generation loopholes, transmission pangs and the distribution kleptomaniac activities we have been witnessing. It’ll save the consumer and the national economy as a whole.

During my internship at TCN, I’ve witnessed many events and things that made me think, what’s the problem, where’s the loophole? After many weeks of analysing the problem, asking questions, I then realized that the problem is collapse, system collapse. Anything you see bad in this country believe me it’s solidly connected to the paralytic power supply of the grid. Banditry, kidnapping, armed robbery and all the vices we have been witnessing are power related problems. Without power, unemployment will be at its peak, and when youth are unemployed, we should get ready for something worse than the Boko Haram we have witnessed. I am not the one saying this, it’s the philosophy of nature.

      You see, first before going anywhere, we have to be realistic. I don’t think we can be working on generating more power which would be wasted along the transmission route. Let us first utilize what we have by turning the radial scheme we are having into ring network (an explicit feature of smart grid.) This will allow loads to be rerouted when having faults at a particular side of the grid. After, we then incorporate smart grid (if we are smart indeed) which would take care of the transients of the power supply value chain. By this, I believe we can then move forward to generate additional supply.

    Why is the overall loses in SG greater than that of conventional grid system, please explain further..

    Your work is not evenly distributed between the margins, can you account for that?

    Don’t you think that three index terms for a research of this magnitude is too small?

    Also, do you think that if this is fully implemented, everyone/ every customer would then pay for every power used? Please explain further

    1. Thank you brother for this questions of yours. I really appreciate your efforts of goingthrough the paper. Although it’s obvious from your first question that you haven’t read the paper, but rather you skimmed through it. Let me start by answering your questions one after the other.

      1. The overall losses of smart grid are never greater than that of conventional grid. You got things mixed up. But as I’ve understood where you’re heading to, let me take you there.
      The overall losses of conventional grid are far greater than those of smart grid (the latter accounting 10% whilst the latter has about 2%). This is because, losses can either be cable losses, equipments losses, customer metering losses and power unaccounted for. Considering the smartness of the SG and its feedback path, all the above losses can he reduced to smallest tolerable value.

      2. The work not distributed across the margins, I don’t get the question. You please recraft it in a better way.

      3. The index terms are OK as per my paper. Those three can deliver you to almost all the facts in that paper if you’d care to look up. An abstract is not something lengthy and we were instructed to make sure that our abstracts are not more than 200 words (which I see many of us violated). In a bid to abide by those rules, I made sure that my abstract is apt and precise without verbosity or grandiloquence.

      4. Yes sure. Every kWh consumed will be accouted for as the billing would no longer be human-executed (only human-aided). The utilities can turn off power remotely for a consumer who fails to pay for his consumed power. The kleptomaniac collection officers would no longer have the autonomy of laundering funds in the electric value chain.

      5. My work is different with everything that has been seen in this field here in Nigeria. It is among the first papers (if not the first) to dedicate its approach to addressing the system failures witnessed using the smart grid technnology.

This paper as I go through, It has very much impact on how to solve the problem as well as the challenges facing our electricity system interm of transmission and distribution. As I’m not expert in this part to say much about the paper, but I’m very much sure if federal government consider this research it will be enough to provide almost all the possible solution to the country interm of power generation as no country will develop without standard power generation.

    1. Sure it is Mr Sulaiman. The Federal Government disclosed on September 25 of this year that it has injected about 1.5tr into the power industry in the preceding two years. The government, with proper and sincere execution can achieve that. Yes sure, employing the smart grid capital cost is somehow high compared to the semi-dead system we are having, but it worth the efforts.

    Nigeria’s consumed electricity is unbilled”. Then how do you think this problem of unbilled can be solved? More especially in the rural areas?

    1. Thank you sir Idris Sadiq Musa. Your question is very important for sure. Nigerian rural areas are those that are most affected by the issues of this unreliable power supply. Theirs is not even an issue of unreliability, but an issue of being on the grid. Many Nigerian villages are off grid without an alternative rather than the biomass energy they have cope with there. This is where the Rural Electrification Agency (REA) will play its role by first either connecting them to the grid or providing alternatives through the renewables which can best be experienced using the smart grid technology. After providing them with power supply, then the issues of meters can then be settled. Private investors also needs to be in this journey as they can help for the betterment of the scenarios we are witnessing here.

    1. Good evening sir, thanks for stopping by and dropping your questions. The issue of vandalism is not directly connected with self healing. But along the way, vandalism and illegal connection are connected with smart grid explicitly via the Advanced Metering Infrastructure (AMI). The modern smart meters can detect attempt to temper with the meters by illegals connection to bypass payment. Detecting and preventing this issue of meter tempering is directly reducing vandalism.

      For your second question, it’s an obvious fact whose domino effect is visible on the face of every Nigerian. Many industries were shutdown due to the meagre power supply of the country. I can draw examples with many textile that shutdown here in Kano for the infeasibility of the business with self-provided power. These crackdowns and the effects on small scale businesses affect the country negatively by wrecking unemployment among the populace. Shall we have standard power supply, almost $1billion can be saved.

    1. Thanks Mr Bello for this important question, I really appreciate it. Now going into the question, as you said, Nigeria indeed needs additional generation as what we are currently generating is not up to the demand. But one thing obvious is, we can’t accommodate additional generation with the present transmission network we have in Nigeria. This is an obvious fact which is reiterated even by the Transmission Company of Nigeria (TCN) itself. The present wheeling capacity is far below the Nigerian demand. That’s why the Transmission Company of Nigeria embarked on Transmission Expansion and Rehabilitation Programme (TREP) which is centered on expanding the transmission network to cope with the generation. To sum things up, generation is needed Mr Bello as it’s far below our requirement, but it will be a waste without a robust transmission network as it cannot be wheeled from the power plants to the load centers. Therefore, for the realization of proper and sustainable electricity value chain in the country, the transmission shall first be expanded, then the generation will follow up.

    1. Good morning, sir. It is indeed an honour hearing from you. For your question, it is in the affirmative tone—the government should encourage home solar systems, biogas, wind and any other renewable. Nigeria is blessed with all the aforementioned renewables and we should no longer sit and be tortured by power dearth. We (electrical engineering undergraduates on my campus) are planning on creating a social media campaign that will draw the attention of the government on the dire situation we find ourselves in and mandate it to switch to the renewables. These will save the country from many threats including environmental ones. If they’d do that, then smart grid is necessary to enhance deployment of micro grids which stands as the best solution to our country. To sum up, I am strongly suggesting not only solar, but every renewable to be considered by the government in ending the power deficiency we are witnessing in this country.
