We are a reputable engineering company looking to hire an experienced Proposal Engineer.

Responsibilities
• Participate in Tenders (Pre-qualifications, Technical and Commercial) preparation, packaging and submission. Prepares Company Profile, Proposals and Presentations.
• Prepare detailed cost estimates for Projects in the Power, Oil & Gas, Construction and Industrial sectors based on client-provided Basis of Design, Conceptual, FEED and Detailed engineering drawings.
• Respond to Procurement Requests from Clients by sourcing for prices from known vendors, OEMs, suppliers/specialized distributors and / or via internet search engines.
• Check quantity and cost for variations in ongoing contracts and assist the Commercial Manager and Project Team.
• Attend site inspections, Pre-Tender Meeting / Opening of Bid Meeting
• Prepare database of vendors and prices of materials and equipment and update on regular bases.
• Participate in contract negotiations.
• Determine project scope, define requirements, works with Project Team to meet deadlines and Client’s requirements.
• Secure Contract opportunities for the Company
• Develops and manage relationships with Alliance Partners,
• Monitor submitted Proposals / Tenders to MDAs, IOCs / EPC Contractors with good feedback to Management to ensure tenders turn to Order Bank.
• Deliver consistent and appropriate cost management structures for major complex projects.
• Roll-out of company standard tools and processes, as appropriate for each project’s life cycle development & execution phase.
• Develop and implement project cost and schedule management plan.
• Implementation of cost breakdown structures (CBS) and their population from the estimate.
• Develop and implement the change management process for projects. Provide guidance on trend analysis and the assessment of change impacts on cost.
• Participate in peer reviews and other assurance events.
• Contribute to the development of junior staff through coaching and training in cost engineering practices, tools and techniques.
• Maintain and promote realistic cost forecasts in the face of commercial pressure and optimism from project teams.
• Maintain consistency in cost bases through rigorous adherence to the controls processes.
Requirements
• Must have experience in bidding and tendering, have understanding of Nipex, DPR and /or Bureau of Procurement/MDAs bidding/tendering processes. Have a clear understanding of bidding with oil and gas servicing company and / or Power Transmission / Distribution company as a Proposal Engineer or Manager
• Minimum qualification of BSc/B Eng/HND, Electrical engineering
• A Master’s Degree in related field will be of added advantage.
• Minimum of 8 years working experience in the Oil & Gas Servicing and / or Power Transmission and / or Distribution Sector.
• Membership of COREN, NSE or Relevant Professional Body will be of added advantage.
• Proficiency in the use of Microsoft Excel, Word, Project, Power Point, Visio, PDF; knowledge of use of Autocad will be of added advantage.
